[kde-doc-english] KDocTools and Frameworks

It seems that the alpha for Frameworks is close (this week); this kind of
change should be applied as soon as possible (not too close to the future
beta). Are there any concerns about pushing DocBook to 4.5? The rough summary
of the changes should be more or less:
- fix FindDocBookXML.cmake into ecm to find 4.5 instead of 4.2
- fix the references to 4.2 into kdoctools
- fix the existing ported documentation
- document the source-incompatible changes into Frameworks documentation

I would try them and see if it works before pushing, of course.
