docs.kde.org contains the official documentation, which is shipped with the
packages and that can be used offline. It's mostly original, some of it comes
from userbase, but *IMHO* the included documentation is (usually) receives
more attention; also from translation point of view.
So, no, userbase does not deprecate docs.kde.org, which is up-to-date.
