Hi,

The global shortcuts list can be found in System Settings -> "Common  
Appearance and Behavior" -> "Shortcuts and Gestures".

Actually, KDE uses DocBook [1] format for its documentation. The docs can  
be found in KDE repos in git [2] or subversion [3].

The docbook can be converted into HTML with

meinproc4 index.docbook

Some notes on conversion into other formats can be found in our wiki [4].
