Konsole is a terminal emulator, often referred to as a terminal or a shell. It emulates a command line interface in a text only window. 
Konsole typically runs a command shell, an application that executes commands that you type. The shell the Konsole runs depends on your account settings.  
Consult your operating system documentation to know what the shell is, how to configure it and how to use it.
