Hi!
1. Install Translation Toolkit (python-translate package in Mandriva).
2. Copy all files from /usr/share/lokalize/scripts to
~./kde4/share/apps/lokalize/scripts (or
~./kde/share/apps/lokalize/scripts, depends on your distribution).
3. Open lokalize window.
4. Create project with Project->New project wizard
5. Follow the instructions from manual (choose "Translate file", "Latin"
vs. "English", etc.).
Works for me here.

1. Why it does not work out of box?
It is off topic in this list. ;) Use bugs.kde.org to know more.
2. Why documentation fails so miserably?
It is up to you to write it better. Any suggestions are welcome. ;)
