Success.  I recompiled under KDE 4.7, and both prev/next links and all  
sect headings are now present.  (This is under Archlinux [testing].)   
Oddly, this is still docbook-xsl 1.76.1, which just proves I really  
don't follow exactly what the patch does, but I'm happy it works.
