Yes and this is pulled in to each and every documentation. But the key feature 
of Chusslove's "Building Blocks" is to do that the other way round, just use a 
link in the application documentation to the centralized section/chapter etc 
in kdelibs.
This changed behaviour makes really sense to me for many reasons.
