Hi!

Okular does not save annotations to PDF. It is clearly stated in its  
documentation. This feature can be implemented as soon as Poppler project  
releases stable version with annotation saving capabilities.

For now, you can use Xournal to export annotations to PDF (File->Export to  
PDF).
