AFAICT it seems to work.  Changing kwrite to use &i18n-powermode;
entities and running it through xml2pot gives this in the pot file:

#. Tag: !ENTITY
#: index.docbook:6
#, no-c-format
msgid "<!ENTITY i18n-powermode \"(power user mode)\">"
msgstr ""
