This is a mail about a missing translated documentation as far as I understand 
it.

If a handbook is not displayed in the selected language, this either means the 
translated doc is not installed or the documentation is not translated to the 
selected language.

Sorry I don't understand the relation between a keybord layout and a language 
for the gui.
