Hi,

As you can see this list is for people writing documentation for KDE. Your  
question is off topic here.

Your distribution of Linux uses GNOME, not KDE, by default. Thus, you  
should address your question to one of the following addresses

https://launchpad.net/ubuntu/+bugs  (can be just a waist of time, because  
the lack of developers in Ubuntu)
https://bugzilla.gnome.org/  (GNOME bugzilla, desktop effects are related  
to metacity component)

If you are sure that the problems are KDE-related, please address them to  
KDE forums

Do not forget to mention KDE version (or at least the nickname of the  
distribution, i.e. Karmic Koala) and the make of your video card (NVidia,  
ATi/AMD, or Intel).
