[kde-doc-english] site-local documentation

Is there a way to include site-local documentation in the kde help 
center without affecting any of the core modules?  I.e., in such a way 
that it could be deployed without requiring a rebuild of KDE?

Thanks in advance.  Apologies for ignorance of the details of the kde 
doc system.
