[kde-doc-english] fix for untranslatable footer in dokumentation

Hi all,

since about 3 years there is an unsolved bug in the documentation, the footer 
is untranslatable, see e.g.:

I have tried to fix this with the attached patch, works here, tested with en 
and de.

I had to divide the text into 3 parts, because I did not succeed to escape the 
char "<". I tried this patch, but it did not work and I am not shure, if there 
are any unwanted side effects:

Does anyone know what's wrong whith this escaping?

To benefit from the attached patch, the translation teams have to copy the 3 
new items "footer-doc-comment", "footer-doc-feedback" and 
"footer-doc-teamname" from en.xml to their lang.xml and translate the texts.

If the 3 new items don't exist in lang.xml, you get a lot of compile warnings 
like 'No "de" localization of "footer-doc-comment" exists; using "en"' and the 
footer is in english, no change to the current state.

Comments and improvements welcome.
