[kde-doc-english] Why isn't any tag allowed which results in a pagebreak? i.e. <part>?

Hi everyone,
I'm wondering why there isn't any other tag then <sect1> allowed which results 
in a page break?

I for example would love to use the <part> tag(which is really usefull imho), 
to explain different tabs on different pages, which is much better to look 
at.

So why not allowing <part> again? I heard in the past it was allowed too.
