[kde-doc-english] Problems w/ template.docbook vs EBN Docbook Sanitizer in role of translators location

Hey Jonathan,

I have noticed this as well, I am wondering if we should update the template 
to match? If so, I can make this my first order of business with my new KDE 
SVN account.
