I agree that having an unmaintained FAQ on the wiki which partly duplicates 
items in the official FAQ is a bad idea. At the same time, you probably won't 
persuade the wiki maintainer to remove the page entirely (and someone would 
just create a new one anyway). So, I'd suggest the following:

Put a big notice on the 'User FAQ' page on the wiki (and any other FAQ pages 
that overlap with the official FAQ) that says something along the lines of 
"If your question is not here, look in the official FAQ [link]". It would 
also make sense to remove the entries there that have been merged into the 
official FAQ.

<Insert obligatory "this whole issue proves that putting things in a wiki 
doesn't magically produce new content or writers">.
