[kde-doc-english] Entities

Hi all,

Is there a policy on 3rd-party KDE applications and entities? I noticed that 
Konversation, amaroK and a few others don't have their respective entities 
and <application> is used instead; for example, in the userguide. Noticed 
however that apps like KPackage and others do have one in general.entities

Should things in extragear etc. have entities or should we just use 
<application> for those?
