[kde-doc-english] new kwrite manual

Hi,

Here is a cut-to-the-bone kwrite manual. It only covers the functionality 
provided by the kwrite shell.

My plan is to write a katepart manual, applications using it could either put 
a link to it in the help menu (maybe there should be a KTE interface for it) 
or link it from inside their own manuals.

Question: does the 'releaseinfo' tag refer to the manual text, or the 
application? (i should change it to '2.4' if the latter is the case)
