There are two types of developer docs: API docs and "other" documentation 
(tutorials, introductions, in-depth discussions of spcific topics etc.) The 
API docs more or less has to be written by the developer.
The other type of docs could very well be written by a programming-interested 
documentation writer in cooperation with the developer I think.
