Yes, I see the quotes in Firefox, but not Konqueror.  I'm running the entire 
KDE CVS/HEAD (latest update a few days ago) on my Gentoo Linux system.  
Everything should be in English.

Attached is a small snapshot from the above page in Konq.

Konq is on the default font Bitstream Vera Sans and Encoding is set to 
Auto->Semi-Auto.
