[kde-doc-english]DTD incompatibility

Hello,

As I understand it, documentation from the HEAD branch can't be compiled from 
a KDE_3_1 system, because the version string in kdex.dtd changed from 4.1.2 
to 4.2, so you get "could not load kdex.dtd".

We are going to be releasing version 1.0 of kstars soon; can anyone offer 
advice on how to make our documentation work for *any* version of KDE >= 
3.0.0?  Is it as simple as changing the DOCTYPE line of our index.docbook so 
that it reads 4.1.2 instead of 4.2?
