Thinking of this from a strictly user point of view, I would like to see the 
*really* frequently asked questions (that is, a subset of the FAQ) but 
considering you are after all writing the manual for a web browser, linking 
to the larger FAQ for more information is not an unreasonable thing to do :)

I notice right now, they're far from up to date, and talking about KDE 2.1 (or 
did I totally misread that.)  Perhaps a polite prodding of the webmaster to 
update that page would suffice.

No, I think that's a pretty good compromise between putting potentially 
quick-to-outdate information in the manual, and being comprehensive.
