Incubation request and sponsor wanted: KProtractor, an on-screen protractor

Hi all,

I'd like to bring KProtractor into KDE through incubation, and I'm looking
for a sponsor.

KProtractor is an on-screen protractor for Plasma 6, a companion to KRuler.
It floats above other windows as a 180° semicircle or a full 360° circle.
Hovering the outer half measures an angle and shows it in both directions,
in degrees and radians. You drag the inner half to move it, the outer half
to
rotate it, and the edge to resize it around its centre. On Wayland it is a
LayerShellQt overlay whose input region is limited to its shape, so the rest
of the screen stays clickable.

It is Qt 6 / KF6, GPL-2.0-only OR GPL-3.0-only OR
LicenseRef-KDE-Accepted-GPL,
REUSE-compliant, with passing CI (REUSE, clang-format, XML/YAML lint, Linux
and FreeBSD builds), AppStream metainfo and Messages.sh.

I'm the only developer so far, and contributors are welcome. In the interest
of transparency: the code was written with Claude, an AI assistant, under my
direction. I designed the behaviour, tested every change, and will maintain
it.

I agree to follow the KDE Manifesto. I'd be grateful for a sponsor, and for
any feedback on the code or the idea.
