My suspicion is that this is a Rust BIC issue due to internal changes
within Rust that mean previously built Rust binaries cannot be used with a
newer / different version of the Rust compiler.
I've triggered a seed job for PIM now, let's see how that goes.

Agreed that this is the correct path to fixing issues like this.

Applications should be *strongly discouraged* from requiring anything other
than released Frameworks as it increases the barrier to contributing to
them from "install distro packages and build app XYZ" to "install distro
packages, build all frameworks and then build app XYZ"
