That has now been uploaded to
https://files.kde.org/craft/sources/libs/ladspa-sdk/

The issue of archives going down or changing out from underneath us has
been a recurring issue though, and it is questionable (depending on who is
asked) whether we can rely on others serving a copy of the sources to
comply with our GPL obligations.
