It's not necessarily foolproof. There are two cases where that would fail:

* New dependencies
* Qt/KF stack version upgrades (5->6, 6->7, etc.)

Providing the list there allows those dependencies to be added as soon
as they're needed with the added benefit of distributors having a
reference to understand what they need to have for the stack to build.
