KDevelop create project error

I get the exact same problem. I am trying to use KDevelop 3.0.0b1 that I just
downloaded and installed from kde-cygwin.sourceforge.net with CygWin Setup on
WinXP. When I create or load a project I get the message "Could not create
language plugin for C++".
