kdevelop on kde-cygwin-3.4

Which kdevelop package do you have installed ? 

May be you have installed kdevelop from the kde 3.1.4 release, which will not 
run with kde 3.4.

This library isn't known, probably you mean cygkparts2.dll, in which this
