error: configure.bat using latest mingw/cvs

if you find the solution thanks to share it !
as i have been a long time looking for it..
GTK AND QT
the only problem is setting the environment
It has been working... with people who provided
a "complete" solution...
but i can't find it back as i have been long time not using it
