kconfig_comiler was not found

I"m trying to compile a program and get this: 
 
checking for kconfig_compiler... not found 
configure: error: The important program kconfig_compiler was not found! 
Please check whether you installed KDE correctly. 
 
I have a brand new KDE 3.x install, this should be in the core libraries, 
but I can't even located it. Any advice on where to go from here to get it 
installed?
