Installation of kde-cygwin packages

Using the installer, try doing a "local download" first of ALL the kde
package.

Next, using the installer, "install from local directory".

!!!   This worked for me as the network install never did.  I tried the
network install many times, deleting and restarting, just didn't work.  It
would hang on certain packages and never complete right.

!!!   You can actually remove cygwin first, as the kde install has a
complete cygwin install in it.
