Problem starting dcopserver?

Unable to start KDE, so using KDE3 startup debug procedure http://kde-cygwin.sourceforge.net/kde3/faq.php#debug_kde3

Cygwin installed and running OK
X starts and runs, running twm confirms this.
Relevant components:

Problems show up at stage 3, starting dcopserver; I get:
 _KDE_IceTransmkdir: Owner of /tmp/.ICE-unix should be set to root

and no other messages
Dcopserver appears to be running as dcopserver --serverid gives:
local/P3550:/tmp/.ICE-unix/dcop1725293-1078272184

ls /tmp/.ICE-unix/  -l gives: 
srw-r--r--    1 Martin W unknown        51 Mar  2 21:37 dcop1168997-1078263441

ls -al ~/.DCOP* gives:

If I attempt to proceed further, I simply see many failure messages from kdeinit.

Any further suggestions for debugging this?
