This is an internal cygwin problem, which could have several reasons: 

1. You are using win9x , because of internal win9x resource problem (currently 
no solution available)
2. you have too less RAM (>=512 MB required)
3. the cygwin package release is buggy  >ou may install an older cygwin 
release
