compiling qt apps with qt3win32

Hi.
At first I must say that I don't know what is all that cygwin or
kde-cygwin about and how it works ... I apologize for my newbieness :)
I'm going to write a small Qt app for my university project. I planned
to make a version for Linux and Windows, because I had always heard that
Qt is great because it is multiplatform, and it can be used for free
under GPL. Unfortunately, few days ago I realised that they haven't
written anywhere that it can be both free and multiplatform at the same
time ... I started to search for some info on this topic on google, and
I found that your Qt/Win32 project may be something I am looking for.
So, I'd like to ask you a question: is it possible to compile
Windows Qt apps using this port? I mean, to make .exes which are just
like those created with commercial Qt versions (or at least similar...).
Will I then be able to send that program to someone, and that person
won't have to download anything from your site, just get my exe and some
dlls and run it?
I hope you understand me ... Thanks in advance. I just don't want to
start reading all the documentation to learn at the end that this isn't
something I wanted ...
