For the kde 3.1.1 release I had prepared a inno setup compiled installer. See 
http://cvs.sourceforge.net/viewcvs.py/kde-cygwin/setups/kde3/ for this 
scripts. A similar setup is required for kde 3.1.4 release, which is is 
currently available only a tar.bz2 files installable by hand or with the 
cygwin installer. 

The packages and dependencies could be found in 
http://kde-cygwin.sourceforge.net/install/setup.ini 

The requested kde packages are listed on
http://sourceforge.net/project/showfiles.php?group_id=27249&package_id=103261
and 
http://sourceforge.net/project/showfiles.php?group_id=27249&package_id=102159&release_id=201869
The rest cames from the cygwin mirrors. 

This informations are targeted as an overview, may with this informations you 
already know enough, what to do. If not I can give you some more specs, but I 
have to prepare it, so let me know.
