There is a problem in the cygwin installer, which forces a package name to be 
exactly like the packagename. I've tried to fix this, but it seems, that this 
hasn't catched all cases. Please change the last line above into 

kdenetwork-updates-3 kdenetwork-updates-3.1.4-1-u2.tar.bz2 0

Then it should be never assumes it wasn't installed.
