Seems you haven't installed the kdelibs package or the files under /opt/kde3 
are deleted. Please reinstall the kdelibs-3 (version 3.1.4-3) and kdebase 
(version 3.1.4-1) package with the cygwin installer. 

Additional you should try the following step  

1. run 
	assistant & 

If that command wasn't found, you should (re)install the qt-3 package.
