qt3-win32 licensing

IMHO, the licensing for qt3-win32 (and qt2-win32 for that matter) should be
kept consistent. Either it should all be QPL and GPL dual licensed or it
should all be GPL. Given that some programmers may already be using the QPL
license from the unix Qt it would be nice to keep the dual licensing as this
means they can port their applications to Windows.
