 From the web page, he's using the Commercial Qt license, but mentions 
the qt-win32 port. He says:

    * important part of my work is to deliver commecially available
      software built on top of that liblaries. For that porper
      commercially licensed Qt library version from Trolltech is used.
    * Free software development is now possible using Qt Non-Commercial
      License (not tested for now)
    * (L)GPL software development under win32 would be possible when
      QT-WIN32 project (for QT3), started by Holger Schroder, will be
