This sounds good, because currently I'm working on recent cvs kde 3.1/cygwin
port.
The build system is 99% running out of the box and I've got already running arts
1.1.0 using oss driver,
kdelibs about 90% and some kdebase applications. I will commit this into cvs in
the near future.
First I have thought about submitting these changes to the kde guys and only
working with their cvs repository, but at the current "alpha" state this gives
no advantage, so probably I will add a kde 3 cygwin branch to the kde-cygwin cvs
repository. From this we can create a win32 native branch or so.

I have recognized similar things, for example the ':' problem in DISPLAY env var
used by kdeinit and friends, which OI have applied last year seems to be
removed. (This seems to be an additional reason for using the kde-cygwin cvs
area)

As far as I remember was this stuff implemented by Simon Hausmann, whoported
konqueror to qt/embedded.
