tarballs for KDE-cygwin 3.1.1 ?

I want to compile a KDE app, so I need (1), but possibly also (2) if
the shared libraries are not in (1).

I'm running Debian GNU/Linux.  For zip archives unzip will eat the
.exe stub, but I can't find an inno archive unpacker in Debian?
