KDE Review for libraries/qt-flatpak-integration

Hi,

I'd like to submit libraries/qt-flatpak-integration through KDE Review.

This contains two things:
* A plugin for Qt Positioning that uses the XDG Desktop Portal Location API.
* A Qt permission plugin for checking/requesting location permissions inside a 
Flatpak sandbox (for Qt 6.13 or newer).

This has one single use, being included in the Flatpak runtime. Usage outside 
of that can be useful for development and testing, but it shouldn't be shipped 
anywhere else.

A possible future addition is the permission support for camera access, once 
Qt Multimedia can use the camera portal.
