As Albert already commented on the bug report this should have been fixed with
https://invent.kde.org/frameworks/ki18n/-/merge_requests/78
and a similar MR for ECM. The latest Windows installers of KDiff3 do already 
use KF 5.104 which contains the MRs.

Since this was a general problem in the way the application specific language 
was set in KF affecting Windows and, according to the code of QLocale, most 
likely also macOS, all bug reports reporting translation issues (mix of system 
language with configured application language) on Windows/macOS should be 
rechecked.
