Koko in KDEReview

I'm a bit confused. As far as I can see, kquickimageeditor is still in 
playground and does not seem to have passed through KDEReview. I find it very 
odd to move a project to KDEReview that depends on stuff that hasn't passed 
through KDEReview.

Apparently, neochat which has recently passed through KDEReview also depends 
on kquickimageeditor. I'm confused.
