Spectacle moved to KDE Graphics, future of KSnapshot?

If there are no objections, I'd like to request jpwhiting to remove
ksnapshot from the Applications 15.12 release unit, and bcooksley to
move the repo from kdegraphics to extragear.

I'm on a train right now, the 3G connectivity is very spotty so I
can't log in to the sysadmin tickets system.
