Last I heard oxygen-icons.org was controlled by Nuno, so you'll need
to contact him.
I suspect the content of the old site may have been lost though, so we
may need to see what the distributions publish as LICENSE files
alongside oxygen-icons - as files such as this should be familiar
definitive.
