Move ktp-call-ui to kdenetwork

[Urs Wolfer]

Since this application in extragear already, it can be considered as 
"stable" [1].

I have never used it so far, so I cannot really decide if it's worth 
adding it to the KDE main modules but I also have no real objections for 
moving it.
