Splitting kde-workspace and kde-runtime proposal

I don't clearly understand why KUriFilter-Plugins should go to plasma-
workspace. I noticed KUriFilter is defined in kio and its plugins are used
e.g. in kparts (browserextension). Shouldn't these go to kio?
