Splitting kactivities reporitory

Does the library make sense without the daemon? If not then it falls into this 
constraint from https://community.kde.org/Frameworks/Policies :

"Solutions have a mandatory runtime dependencies, it is part of their design 
and where their added value comes from"

Having required runtime components part of a framework was one of the big 
decisions taken w/regards frameworks.

If these components are Plasma specific, they make sense moving into 
workspace. If they are runtime requirements needed in other environments for 
kactivities then they don't. Things like dolphin file linking probably don't 
belong in the framework ....
