kde-baseapps master requires kdelibs 4.10 branch

Due to the recent merge of a long standing patch, kde-baseapps branch needs
to be changed to depend on kdelibs-4.10 (4.9.80 right now). Otherwise,
cookies will not work correctly for those attempting to build kde-baseapps
master with older versions of kdelibs. See

I want to change kde-baseapps' CMakeLists.txt to reflect that. Any
objections ?
